Why doesn't my wife coverup while breastfeeding in public?

I'm planning on breastfeeding my daughter once she is born so I've been looking into the laws in my state regarding breastfeeding. From what I've learned, breastfeeding mothers are protected by the law. However, I've also learned that many people seem to have a problem with mothers who breastfeed publicly. Why do people view it as such a problem?
